Sometimes unfortunately hard drives can loose their boot information and are unable to start Windows.  In probability the drive itself is still ok.  There is about a 25% chance your hard drive is failing and may perish.  Otherwise a few steps and a little time will have your PC bootable again where you can access your data.  Having a OEM copy of your operating system is always a good idea and can usually be obtained from your local PC repair shop.  You would want to boot to this CD or DVD and get to a recovery prompt or DOS prompt as some call it.  Three commands will get your boot record back in order.  We call them "triple fixes".  You want to type "FIXMBR" then press enter.  Next you will type "FIXBOOT" and press enter.  And finally type "chkdsk /r" and press enter.  If all goes well, within an hours time or less, Windows will have fixed any issues reguarding your boot sector.  Next youwant to type "exit" and your PC should reboot.  I then make the PC boot to the hard drive and press the F8 key before windows starts and choose to boot to safemode.  I then run a defragmenting program while in safe mode just to help out.  When it completes, I reboot the PC in normal mode and continue with a tune up.  If any of these steps fail, a fresh install and possibly a new hard drive may be neccessary.  If any of this seems too difficult, your local PC repair shop will be able to do this for a reasonable charge.
